| Scott Gregory |
 |
Scott Gregory, President, brings
to every assignment a high level of energy and
a sincere desire to resolve complex land use and
environmental issues. Scott is especially adept
at managing large consulting teams working under
rigorous time schedules. He is also skilled in
preparing environmental documents that communicate
well to technical audiences as well as public decision-makers
and the community. Scott has written dozens of
CEQA documents and has participated in numerous
comprehensive General Plan updates, Specific Plans,
and environmental protection plans. Scott’s
philosophical approach is to identify ways to achieve
the project sponsor’s economic goals while
protecting and enhancing important environmental
assets. Scott has an MRP from the University of
Massachusetts and a BA from the University of Colorado. |

| Joan Lamphier |
 |
Joan Lamphier, Founding Principal, is known for her dedication to client needs, her ability to understand and synthesize planning and environmental issue, and to produce end-products that bring closure to the approval process. Joan specializes in the environmental review and permitting of major infrastructure projects including transmission lines, energy facilities, dams and large scale industrial uses. In Joan’s forty years of experience as an urban planning/project management and environmental professional, Joan has participated in more than one hundred projects in forty California cities plus the Hawaiian Islands. Joan also has had extensive interaction with state and federal environmental regulatory agencies on behalf of both municipal and private sector clients. Joan’s expertise is deepest in project management, EIR preparation, project review and permit processing. Joan has an MCP from UC Berkeley and undergraduate degree from Fordham University. |

Britt Hallquist |
Britt Hallquist, Principal, VP, Business and Finance has been with Lamphier-Gregory for more than ten years. She received a degree in economics in Sweden where she grew up. At Lamphier-Gregory, Britt is responsible for financial management and fiscal control, human resource management and over all office operations. Britt finds it very challenging, interesting and fun being involved with several different parts of the business. |

John Courtney, Ph.D., Senior Planner, has more than 19 years of private sector experience writing and editing environmental review documents in compliance with the California Environmental Quality Act and preparing General Plans for communities in Central California. Since joining Lamphier-Gregory in 1997, Dr. Courtney has prepared environmental documents for a variety of projects. Trained as an economic geographer and land use planner, Dr. Courtney can provide focused analysis on a wide range of issues which may come into play in evaluating complex projects. |

Nathaniel Taylor |
Nathaniel Taylor, Senior Planner, has a broad background covering over thirty years in which he has served as a city planner, real estate developer, real estate asset manager, and private planning and environmental consultant. He has participated in numerous projects involving urban, suburban and rural sites in various parts of Northern California. Since joining the firm in 2002, his work at Lamphier-Gregory has involved project management and environmental analysis involving a variety of CEQA documents. Mr. Taylor also coordinates the firm’s marketing efforts. |

Jason Chafin, Associate Planner has over nine years of private sector planning experience, and has extensive experience writing environmental review documents in compliance with the California Environmental Quality Act. Since joining Lamphier-Gregory in January of 2003, Mr. Chafin filled the role of principal author and Project Manager on projects ranging in scope from project-level small infill subdivisions to program level-redevelopment projects to large scale energy projects. Before joining the firm, Mr. Chafin was employed by Pacific Municipal Consultants where he conducted CEQA-level environmentalreview, conducted research and analysis for the preparation of long-range planning documents, and provided staff-level assistance in processing development applications for public agencies. Prior professional experience includes plan and design review and permit processing for local residential and commercial projects.

Since joining Lamphier-Gregory in August of 2005, Rebecca Gorton, Associate Planner has performed in a capacity as project manager and both principal author and co-author for environmental analysis documents, long range planning efforts, and policy reports. She has also functioned as contract staff in review of long range planning documents, development applications, and community outreach efforts. Before joining the firm, Ms. Gorton was employed by Pacific Planning Group where she acted as a project manager for land use entitlement of commercial development projects, including coordination of subcontractors; review of policies and regulations; preparation of due diligence reports, application materials, fee schedules, and notification packages; issue analysis and resolution; and public hearings and community meetings. Her unique mix of skills allows for the ability to act as coordinator of multi-element projects or to smoothly slot relevant skills into technical teams. |

Kevin Colin |
Kevin Colin, Associate Planner brings over nine years of public sector planning experience to Lamphier-Gregory. He has extensive and comprehensive skills working on both current and long range planning assignments. During his tenure with the City of Ventura he ascended the ranks from Assistant, Associate, Senior and, finally, to Principal Planner. This involved, amongst many duties, the personal preparation of CEQA documents for a host of development project types. He also supervised subordinate staff’s work on CEQA documents. Prior to that period of professional growth, he worked with the California Coastal Commission. Mr. Colin has a proven aptitude for the physical elements of city-making. He is well versed in design reviews at scales ranging from the building, block to neighborhood scale. While at the City of Ventura, he facilitated many regulatory changes to implement a General Plan replete with Smart Growth policies. As a result of his efforts, the City approved higher quality projects in a system of improved clarity and consistency. Mr. Colin joined Lamphier-Gregory in January of 2008.

Olivia Dennis |
Olivia Dennis, Administrative Assistant, joined Lamphier-Gregory in March 2006. With over ten years of office/customer service, Olivia provides assistance to the Lamphier-Gregory staff with respect to routine office procedures and services. Olivia works in conjunction with the VP of Business & Finance and her responsibilities include various administrative tasks as well as coordination of meetings and events. After work, Olivia enjoys reading, taking long walks and spending time with her three children.
